How to make such photos?

I would like to make some photos for my friend’s passport. Excluding the edges, the size of the expected photos should be: width 4.7cm and height 4.9cm.
I have some photo papers, with the size of 89x127mm.
My version of my Photoshop is 7.01.
Would any one teach me how to the make the expected photos? Thanks a lot~~~

Open the crop tool; set the width and height to what you want. Crop. Drag the corners of the selection to include the face and whateve else your government requires. Save.

I have some photo papers, with the size of 89x127mm.

Change the canvas size to the size of your paper, less the border, using Image > Canvas Size. Click on the upper left arrow to keep the image in the upper left corner.

Use the rectangular marquee to select the image. Move the marquee below the other image. A second image will appear.

Tell your printer what the paper size is. Print. Cut the two images apart & trim.
