Adjusting brightness/contrast/etc with a gradient

I have a picture (well 2 actually) that I want to merge to produce a single image

One picture is slightly differently exposed than the other being slightly lighter at the bottom and slightly darker at the top. I want to adjust the brightness of this picture on a gradient basis (so that I make the bottom slightly darker than it is and the top slightly lighter than it is.) Can one use gradients in this way?
How does one do it?
