Can anyone tell me what software will convert
JPG color photos to black and white.

I am not looking for grayscale, I want to convert
the color photo to black dots on white background,
like the pictures printed in newspapers.

I am not a professional, so would prefer
free/share/cheap software.

i think its under image, adjustments, posterize or one of them under image ajustments.

This may have been answered already. If not, here goes:

The process you refer to is built in to Photoshop and is called "halftoning".

The quickest way to do this is to convert the image to grayscale using the Image>Mode>Grayscale menu command, and then convert the image to Bitmap, using Image>Mode>Bitmap.

Select the Halftone Screen option, and you will get a variety of options relating to the size, orientation, and shape of the dots.

If the resulting image is too light or too dark, use Levels or Curves to adjust the grayscale image before converting again to bitmap.

That should keep you busy. 🙂
