Installing elements

I had to reinstall my Windows ME. When I did it erased all my programs. When I tried to reinstall PS Elements, I got a message saying that it does support WIN32 applications. Why was I able to install Elements before and now I can not. Also what do I doe to fix this problem?

Reinstall ME "on top of itself"?
If so, you may well need to wipe disk and start from scratch.
