Which is better for titles, Premiere Pro Titler or Photoshop?

I have Adobe Premier Pro and Adobe Photoshop. Which one of these programs is better for creating titles for professional video productions? Thanks.

I would go with Premier, it should a llow you more flexibility down the line to make corrections if needed
