If you happen to have a copy of Flash, it does a terrific job of doing this. If not, I know other people who use Streamline.

In Flash MX, it’s under the modify menu — trace bitmap. Select the image and select degree of accuracy – lower numbers, more accurate (likewise, pixel setting and many corners). Delete the background once you convert. Gives you totally vector based output – great when you need to enlarge something like a logo that the client no longer has original file for.
Processing a photo takes awhile and needs a good processor.

I have tried this and it is pretty good – any idea how I can import a flash vector file created in this way into Illustrator CS?
