Photoshop CS and "hard coded" keyboard shortcuts

It is very nice that most keyboard shortcuts are editable in CS. But some shortcuts seem to be "hard coded" i.e. not changeable. These are shortcuts for the channel palette and the File Browser.
And even worse, some are not even documented.

The big trouble starts when I use the US-version of PS with another keyboard layout (German in my case).

Typical shortcuts I do not have access to:
Ctrl + ‘ (Flag in Browser; undocumented, Scott Kelby mentions it) Ctrl + [/] (Rotate CW/CCW in Browser)
Ctrl + ~ (luminance mask; undocumented, at least in PS CS)

Aside from setting another keyboard layout in Windows (I don’t want to do that) are there any other possibilities or experiences to enjoy these shortcuts?
