Hello Photoshop Gurus,

Please take a look at http://www.software-labs.net. The Photoshop contractor who created the banner is no longer reachable and we are not able locate the original psd file. I am wondering if someone can suggest me the steps to create the background effects that would be close to the original one.

There is nothing about the banner that could not be done with Photoshop but my guess is that it was created with Illustrator. Maybe you are looking in the wrong folders for the original. There is nothing particularly complicated about the image but "suggesting the steps", other than in the broadest possible sense, would be non-trivial.
