I have a photo (for example 1000×600 pixels) I want to remove every other line of pixels and then create a new image of 1000×300. I do not wish to filter and reduce the image height by using the "Image size" command.

The reason I need to do it is to simulate TV interlace processing for some processing experiments.

I can achieve this manually by selecting every other line one by one. deleting the content and then moving parts of the image to close up the gaps up – but this would be tedious to say the least.

Any ideas?

Filter>Sketch>Halftone Pattern using Lines. Do it on another layer or a channel and use it as the basis for a selection to erase or mask.

Make a new layer with a pattern of a square the height of your black line a "square" transparent just below
(let’s say a new document of 50 px height and 25 px wide, with a 25×25 px black square on top,
the rest transparent all defined as a new pattern)
apply pattern on this new layer (placed on top of your blackground), and change mode to multiply.

Was it proper english?

Make an action of it. Next, make an action that records 10x the first action. Finally, make a third action that records the second action 10 times. Now you have one action that deletes 100 lines, so you only have to play this a few times to get what you want.
