Photoshop freezes 0n Intel Pentium M Processor

When Loading, photoshop freezes while searching for plugins at load up. I am running a Tablet PC with a intel pentuim M processor (Intel Centrino) runing Windows XP Tablet PC. How can I fix this?

Does it freeze, or just take a while (like the problems with the AutoFX Photographic Edges package)?
