PS/system lockup when using LIQUIFY tool

I’m running Win98se with plenty of ram. When I try to use the Liquify tool I lock up, must re-boot. Tried 7.0.1 upgrade, can’t find folder message when run. Re-installed PS 7 again, same thing. HELP.
