If your caps lock key is not engaged and you still get the precise cursor, try dumping your Prefs:
To restore all preferences to their default settings:
Do one of the following:
a.. Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) immediately after launching Photoshop or ImageReady. You will be prompted to delete the current settings.
b.. In Mac OS, open the Preferences folder in the System Folder (Mac OS
9.x) or Library folder (Mac OS X), and drag the Adobe Photoshop 7.0 Settings
folder to the Trash.
New Preferences files will be created the next time you start Photoshop or ImageReady
Peadge 🙂

Sorry to be dense. What is the key Caps key please? Do you mean Caps Lock.
Tried that and doesn’t work. Num Lock ditto
Yes, I meant Caps Lock. That is usually the problem.
Is it in Preferences?
If the Caps Lock wasn’t the culprit, it could be that you changed the preferences somehow. Are you suggesting that you didn’t even check
that
first before asking here?…
