Paint Bucket doesn’t appear in tool bar

While working with mages that are CMYK or RGB EPS, 300 dpi, (NOT bitmap), the paint bucket doesn’t appear in the toolbar. Sometimes it shows up, sometimes it doesn’t. I HAVE reinstalled my software several times, but still the paint bucket makes sporatic appearances. Can someone offer an explanation of what might be wrong?

I was SO hesitant to post thinking it might be hiding under another icon right in front of my eyes — I thought I’d looked under all of them!
