How can I resize a photo without making the people look "Squatty" or "Stretched" for example my last image was a 8×10 @ 300dpi, I wanted to reduce the size to 3.5"x5" but keep all of it that I could. Does constrain proportions have an effect on this?

If I am understanding you correctly…

Constrain proportions has no effect. Resizing an image from 8.5" x 11" to 3.5" x 5" is not proportion, therefore you are going to be stretching the image everytime. You could resize the image to fit inside 3.5" x 5" but you are going to have to crop out some of the image if you don’t want it to stretch.
