I am dropping images into templates, using the paste and paste into command, but the images have to be resized to fit the "clear area" in order for the total image to be seen, Is there a function like Auto resize, fit to window, zoom out ect. that would do this.

Not for drag and dropping. The application has no idea what size/resolution/shape of whatever you are dropping has.

You can try Automate>Fit Image, and possibly create an action to apply it to all the images you drag and drop, but will still have to apply it to each image BEFORE you drop it onto the desired workspace.
