file association problem

When I double click on a jpg file, Photoshop 7 opens, but the file does not open. I have to search through my folders to find the file.

I went to "Folder Options" to reset the association to Photoshop.

Same problem. The application opens, but the actual jpg does not.

I’m using Photoshop 7 on a Windows XP pro computer.
