Try this:
duplicate the background layer
use the magic wand tool to select the white background on the new layer, make sure the tick in the contiguous box is cleared, and then use Edit>clear.
go to Select>Deselect
turn off the visibility of the background or delete the background layer. You should then have a line drawing on a transparent background. You may want to experiment with the Tolerance settings and learn about Feather, Smooth etc from the help files.
