I have seen all kinds of galleries containing such bubbles:

There is obviously a program/plugin that creates such shapes. Which one is it?

the Ulead Particle plugin . This plugin contains a range of effects such as Rain, Bubbles, Snow, Fire, Smoke, and Clouds
