I had this once but can’t remember what it was called. It let you choose 2 web colors (using various pixel #s) – to create the illusion of more web colors. I know it was a freebie.

Anybody know where to find this?

I don’t know about plug ins, but what you are describing is called dithering, and it is available in basic Photoshop GIF. I think there are actually several different diffusion options, like pattern and random, etc.
