not clear how to do this exactly. Should I use layers? Which? What should be used to make this: the foreground or background color? What is difference?

Just remembered, your fore/background colours are important when using various filters such as "Clouds" and some of the sketch filters (won’t work , no effect, if both are set to same colour.) Gradients also really on a colour differential unless using transparency.
