Are you fluent in any programming languages?

I think a lot of the better plugins are done in some flavor of C, plus you’ll want to become part of the Adobe Developer’s Network and get the Photoshop SDK.

But if you want a quick taste of what’s involved you can get started by doing a Google search for "Filter Forge."

Also check out FilterFormula <http://www.ats-vienna.com/graphics/ffmain.php> and Filtermeister <http://www.filtermeister.com/>. Both of these are free.

There’s also the venerable Filter Factory, which comes with Photoshop.It’s on the ‘Extras’ disc, in Goodies\Photoshop\Optional Plugins\Ffactory. It’s rather crude and limited, but you can still do a fair amount with it.
