Use layer styles. I used three outer glows on top of each other. Bottom was a large dark blue, set to screen. Middle was white, somewhat smaller and set to overlay, and the top way even smaller, white and set to screen.

Thanks my friend and i’m sorry for my ignorance but is it possible to give me a bit more explained – in step detalis?
as i said i’m new to photoshop and it’s kind of confusing…

What are you trying to add the blue effect to? How’s it masked/cutout/selected?
