Several approaches could be taken, but my preferred route would be (and I know this is a Photoshop forum)to open Adobe Illustrator and then do the following operations:

Place, trace,live paint group, live paint and then send to photoshop if some final effects are desired.

Save for web, GIF, 8 colors. Crazy dithering is automatic.
