Can’t really make a definite recommendation but i use two geforce4mx 32 meg vga cards in a agp+pci config and it works
pretty good for photoshop tasks. under winxp pro ..dunno about win9X.

A Matrox card would be your best bet for excellent 2D quality. The older PCI models are usually still supported by Matrox.
