R arrow moves selection by a DIFFERENT AMOUNT than L arrow.

Photoshop Elements 2’s Help claims that pressing L/R arrow moves something a pixel at a time.

But if I select a layer, press R arrow n times, then L arrow n times, the object is NOT at its original position. R arrow seems to move it about TWICE the distance as L arrow.

Meaning I have NO idea how to move something by a precise distance.

Can this behavior be fixed, or is this software crap?
