I have a jpg and I want to crop a circle, keeping the image inside the circle. Can this be done? If so, please lead me in the direction. I can’t find it in the manual.

Do you mean a rectangular image inside a circle or oval? A vignette? If so;
Open your image and copy the layer.
Hit D on the keyboard to set your fore/background colours to B&W. With your background layer selected, hit ctrl+backspace to fill the layer with white. If it fills it with black hit X and try again (or alt+backspace) Select your copied image layer and draw out a circle with the oval Marquee tool. (feathering will blur the transition)
Apply a layer mask to this layer, third icon from left in layers palette. A square with a circle in it.
Voila!
