You can’t. If your want Photoshop in your local language, you have to buy the local language version (if it exists).

If you mean FONT then sure, do whatever you wish. But if you mean to have Photoshop display in $%$!*@&&^%^*)*&^% language then it may need magic. I believe Photoshop has few non-English language, but you will have to buy those specific Photoshop (and they can’t display English).

No, there are some "patches" to translate the native language. One of them is italian.
The problem is that that patch generate problems with the "actions" that are written in another language, read english, because they do not find the correct command. In this case it is necessary to change the commands manually.
