How do I change a scanned photo into dots per inch (dpi) format?

I am doing a newsletter which includes some scanned photos. I am printing the master copy on a laser printer and bringing it to a copy center to print the newsletter from the copy.

The person at the copy center said that photos in the newsletter will copy better if they are in a dpi format such as newspapers use.

How do I change the scanned photo into a dpi format using Phtoshop Element 2?

What would be the ideal number of dpi’s to use?
