I need to install 2 fonts into Elements 3 for a project that I am working on.

The font names are

Peignot D Bold
Helvetica Rounded Bold Condensed

Questions:

Where do I get these font?
What file format do I need?
How do I install them Adobe Elements 3.0?

One doesn’t install fonts in an application but in the windows font folder. I’m sure that if you Google "fonts" you’ll get hit with a monster number of hits, expand your search to include the font names.
