clouded edges

what filter would I use to produce an effect as though the edge of pic is smeared. Only the edges (to take away the sharp edges of a photo— almost like it’s surrounded in clouds, I’ve seen it a lot but can’t figure it out). Any help appreciated. thanks

April.. you will find with Elements there are many ways of manipulating a Boarder.. you may like this link…. click on the "Boarders" Tutorial…. its a video lesson…. and very easy to follow… you can pause as you work along….

P.S. Also in Adobe Studio Excahnge… there is a download for "Parchment Brushes" they work well too….
