Window Resizing

Hi, I purchased Adobe Photoshop CS3 Extended however I have a problem. Whenever I open up a new document and maximize it, the whole window resizes. It happens again whenever I open up a new document and it keeps getting smaller and smaller. Here is a screenshot of the problem, as you can see the whole window is smaller, I have to keep resizing it.
