raster PICT files

Hello, I was attempting to open a .pict file in CS3 Photoshop Extended and received the following error message "Could not complete your request because the PICT is too complex to open on this computer. Photoshop Windows supports raster PICT files only." I am fairly certain that the file is a vector PICT, but I thought that Photoshop CS3 Extended was supposed to work with vector files?
