The message is "unable to open because pano 12.dll cannot be found"

tap on OK two or three times and then PS comes up and seems to work properly, although genuine fractals also returned an error message.

A little more information would help. Anyway, Pano12.dll is related to panorama software/plugin.

If you use that kind of software, reinstaal that. Or manually put pano12.dll back in windows\system32 .

Pano12.dll is a PanoTools library file. If you have a PanoTools folder somewhere, check it for a copy of pano12.dll and copy it into C:\Windows\System. It may work in System32 as well, but I just happened to do this very thing this morning as I checked out PS CS2 on Vista and had the same error arise. The Pano Tools readme.htm file specifies that pano12.dll should be in the System folder rather than System32.

Did what you said and it worked perfect. New computer now, did the same thing and it worked again.
