Can Photoshop Elements 2.0 deal with the patterns one obtains after scanning newspaper photographs. These result in an image covered in dots.
(I am using Windows 98).

Michael,

Your scanner should have a feature you can set called Descreen which helps with some scanning situations, like illustrations from books. Sometimes scanning with the image somewhat rotated on the scanner bed is helpful also.

The Gaussian Blur filter may reduce/remove the effect.
Filter/Blur/Gaussian Blur/
With the preview window select a suitable value to minimise the dot pattern and not blur the image.
Around 2.5 is usually about right.

Some scanner software had built in filters:
Newspapers @ 75 lines per inch
Magazine @ 133 lines per inch
Art print @ 175 lines per inch
