You can use Layer Styles to stroke the letters. You can change the "fill" of letters by highlighting then and choosing a new color from the well in the Options bar.
You can make the letters thicker by choosing Faux Bold from the Character palette, among other techniques.
There are all kinds of ways to do what you want, but without knowing exactly what that is there’s no way to be more specific.
In Paint Shop Pro, You can create dual font colors, by the color boxes being different colors. In Photoshop, even if the boxes are different colors, you still only get one color showing. In Paint shop, you can make the lines thicker be selecting thickness levels, 1- whatever you want. In Photoshop, I only see bold. So, basically I am asking, can you make two tone fonts with Photoshop? And can you create different font thicknesses?

Photoshop has a whole raft of tools to this – and more. Try rasterising the text and using Transform. Ed has already mentioned the Stroke command. Also experiment with the gradient palette together with clipping masks and blending modes to show colours and patterns through into the text.
Photoshop has many more powerful creative options – but not as "one click" solutions.
