coupon box in photoshop cs

Sounds really easy, but, does anyone know what to do to create a "coupon box" in Photoshop CS?

Coupon Boxes are normally enclosed with a dotted line and those are more easily created as Vector objects in Illustrator.

If you must do it in Photoshop, you can try applying a Stroke to a selected Path (from the fly-out menu in the Paths palette); and choosing Brush (having previously set-up a square or round Brush of the right diameter with spacing above 150%).

This will result in a box made of rasterized dots not Vector ones.
