Create background layer?

This has plaqued me for sometime now…

When having a layered file with no background layer, every once in a while I find myself needing to set a layer to be the background layer. Exept for jumping trough hoops to get this, is there no simple command to make the bottom layer the background layer?

Yes, there is.

Layer>New>Background from Layer. Can be made into an action.

That’s in 7 and CS. Assuming CS2 as well.

Geez, I knew it would be something so simple that I might be trying too hard to accomplish this. It was staring me right in the face.
