How do I get a painted look? I tried a filters, clouds, blurring etc., but I don’t get the effect I want. This is the effect I am after:

What did that start as? Can you post a pre picture- and both in rather larger size.

so you want that look from what? A photo? An illustration?

Photoshop doesn’t just do stuff for you, you have to actually create a piece of art first.

You probably need a painting application like Painter.

I don’t see anything in your example that can’t be done in Photoshop, and relatively easily.

Experiment with the Brushes Presets, layers, transparencies, and blending modes. If you’re serious about it, you might want to set aside a weekend to play with the above. Just like any artistic tool, you need to familiarize yourself with its potential.

Get a Wacom.

A wacom tablet and learning the brushes palette would get you there.

(it can be done without a tablet, but it will take longer)
