I thought so too, but that just rotates the selection,
not the bits of raster underneath the selection.
1. Make sure you are using transform under the edit menu–not the select menu. The first transforms what is IN the selection—the other just transforms the selection itself
2. Make sure you have the right layer selected in the layers pallete
