open the two images in photoshop. use the move tool to move one image over to the other and drop it there. use the move tool to reposition it. merge down or flatten when you are satisfied with placement. if you are pasting them side by side you can always resize the canvas and drag the new part on to or next to the part you are pasting it to.
or make a selction in one image. hit crtl-c (copy). select the other image and hit crtl-p (paste)… another thing to note, if you’re trying to copy an entire image into another, you need to select all (crtl-a) on the source image first.
