Icon order and view

I apologize if this has been discussed in the past. When I click on FILE>OPEN, elements seems to have a mind of its own with regard to icon order and view. I would like to select the order and view, and have it remain the same. But elements seems to be resetting it to its preference, not mine. Thank you in advance for your help. Bill.
