On page 20 of the User Guide it says, "To zoom in: Do one of the following:" and then one of the following says, "Click the Zoom In button on the Navigator palette bar." Where is the Navigator palette bar?

Ken,

If the Navigator palette is not visible in your palette well, you can open it by clicking Window > Navigator.

Once open, you can use the Navigator to choose the magnification level, and area viewed, of your current image, as described in the manual section you cite.
