Can i burn/dodge as well as add color to a B/W print using Elements or must I get a full verdsion photoshop. TIA

Elements covers that and them some..no wait..A whole lot more !

Miles, not because this is an Elements forum, but Elements will provide for your need for probably quite some time. Although I have to make a living out of images, I never felt the need to buy the full version.
Moreover, to me it is a kinda sport to do everything in Elements. People, especially colleagues, are often surprised to see a full time pro working with "amateur software"
