Photoshop 7.0 Will not open

I was using Photoshop 7.0 and all of the sudden, it closed on me without any warning. Now, I cannot open the program at all. It boots up and then closes. I tried to uninstall and reinstall it, but it still doesn’t work. Do you know how I can solve this problem?

Photoshop 7.0 is installed on a Windows 2000 machine. When opening the program directly or using a scanner and choosing ‘scan to photoshop 7.0’ – Photoshop begins to open, we see the splash page and then it closes. This worked previously on this computer but now only users with admin rights can access Photoshop. I don’t want to give users admin rights and am not sure why this started happening.
