I found this software that lets you share any TWAIN device over windows XP, 2000 etc.
It works just fine. I am using it with my $60 Agfa Snapscan scanner, and everyone on my network can now use the scanner and it can even be shared over the Internet!
They are currently giving it away for non-profits.
