Is there a way to level the horizon in a fisheye image? Shear comes close but requires rotating the image and cropping the bottom. Spherize gives a yukky gullwing look.

How about using the ruler and rotate?

Another option is to level the camera before taking images.

Filter>Distort>Polar Coordinates.
