don’t know about PS 7, but earlier versions have a "Hue" selection under the brush options.
I prefer to select the area, then use the various "adjust" selections to swing ‘hue’ in a portion of the image.

I didn’t "dream up" the tint tool, as I have one on Paint Shop pro which works well. I have just started using PS 7 and could not find any ref to this kind of tool in the PS help or manual.
