Can you stroke a photo that’s all ready been stroked? Say I want to place a white stroke around a b&w photo … then stroke that with black … can I do this with the ‘stroke’ command .. or do I do it another way to do this?

You probably can by merging all, then restroking.

Select the photo, and stroke the selection on another layer and then stroke that.

Sure, just keep the selection active and you can repeat as often as you like. One way would be to repeat the stroke with two lines of differing widths. First do a select all, select the "inside" option, and stroke a 10 pixel white line followed by a 5 pixel black one.

Record this in an action and you can do this instantly for future images. —

First stroke with white and ‘inside’, then stroke with black ‘outside’.
