I’m trying to use a still form a video. It looks pretty bad when I try to print it. Is there a way to remedy this?

You can upsample (add pixels) and smooth it out some, but will also "soften" image.
Try upsampling in 10% increments, see at what point you hit diminishing returns. Then play with unsharp mask to see how much you can sharpen it back up.
You’ll never get a silk purse out of it, though.

You can try this:

Click on Filter, Video, De-Interlace.

Sometimes it helps, and sometimes it makes the image worse. But I’ve gotten good results using it on really jagged video grabs.
