mmm, i think it it halftone pattern
the tree has some motion blur or probably wind.

I just want the pattern, the blur doesn’t matter.

Image>Mode>Bitmap>Halftone

I believe this is the diamond pattern.

You´d need to colorize it or layer the result with original if you want color.
